If it gets through POST and starts loading windows try a start up repair (Vista Win7) that will rebuild your bootcfg, if you have another OS just google it and you'll be given a long list of tutorials, it's quite easy even if you're a total noob.

If it is indeed a virus can you boot into safe mode? From there you may be able to repair your PC, however you should be aware that some viruses will infect your "Restore points"

There are some bootable disks you can download which have antivirus and other security programs on them, or just plug the hdd into another pc which has a good AV and scan it.

Last option: reinstall windows! If you have files you don't want to lose and are stuck for a way to back up or retrieve them, you can either use the windows disk to "Repair" or just install without formatting, if you do it without formatting you'll end up with tons of clutter so you should find a way to back up and then format and start over.

I'm by no means an expert, and there are probably plenty of other ways that are better, but I hope this goes some way to helping you or someone else.

EDIT: Damn, should've looked at the date! at least it may be useful for others!
